Cactuar is an enemy in Final Fantasy X found within Bikanel Island, in a village known as the “Cactuar Nation”. The village is protected by a sandstorm until the player finishes a red-light, green-light minigame with the ten Cactuar Gatekeepers. Cactuars appear as several of Lulu’s dolls.
What is Cactuar based off of?
According to Japanese video game artist, game designer and director at Square Enix Tetsuya Nomura, the concept of the Cactuar is based on a doodle he drew on a notebook when he was attending high school as a teenager.

Where can I find Cactuars in FFXV?
One place we’ve been able to reliably find them is in Leide – just north-west of Hammerhead and north of Longwythe on the map. They also definitely appear in Duscae, and tend to be found around the Perpetouss Keep enemy base area.
